Buying property on Saadiyat Island, Abu Dhabi

Short answerSaadiyat Island is one of Abu Dhabi's investment zones, so foreigners can own freehold there. It combines beach communities with the Saadiyat Cultural District, where Zayed National Museum opened on 3 December 2025 and Guggenheim Abu Dhabi is due to open on 11 December 2026. Off-plan sales are registered on DARI at 2% of the contract value.

What Saadiyat Island is

Saadiyat is an island a short drive from central Abu Dhabi, listed by the UAE government portal as one of the areas where foreigners may own property. It is known for its beaches and the Saadiyat Cultural District.

The Cultural District already includes Louvre Abu Dhabi. According to the Abu Dhabi Media Office, Zayed National Museum, designed by Foster + Partners, opened on 3 December 2025, in the same year that teamLab Phenomena Abu Dhabi and the Natural History Museum Abu Dhabi opened there. The Department of Culture and Tourism has announced that Guggenheim Abu Dhabi will open on 11 December 2026.

How buying on Saadiyat works

  1. Confirm the plot is inside an investment zone and what right you will hold. DARI shows this.
  2. Sign the SPA with the developer. DARI states the sale must be registered within 21 days of signing.
  3. Pay the registration fee of 2% of the contract value for ownership, as the SPA allocates it.
  4. Pay instalments only into the project's escrow account, as required under Abu Dhabi Law No. 3 of 2015.

Yes. Saadiyat is one of the investment zones where non-UAE nationals can own freehold property under Abu Dhabi Law No. 13 of 2019, and the UAE government portal lists it among the areas open to foreign ownership. You can buy as a non-resident. Registration is done on DARI, the Abu Dhabi Real Estate Centre's platform.
